I've removed the bladder and solution container and refilled both but still it does not soak up the dirty water.

My Bissell did this same thing and it took forever for me to figure out. Seems one of my kids turned the dial that says heavy traffic, normal traffic around and around. All I had to do was turn it back until it wouldn't turn anymore and VOILA!

SOURCE: 9200 Bissell carpet cleaner, water will NOT dispense

My Bissell also STOPPED SPRAYING WATER.

I've owned a Bissell 9200 for a few months. I've used it twice, the last time most likely being around August. I attempted to use it this past weekend and it wouldn't spray. I searched all the help sites I could find and thought the solution was a clog in the heater, which many said was located in the arm. After I took the arm apart, to my surprise, THE HEATER IS NOT LOCATED IN THE ARM OF THE 9200 MODEL.

It's still under warranty, however am not located near a service center so I took it upon myself to try to fix it.

I'm just a single female who ends up trying to fix a lot of stuff herself so, I don't speak "technical instructions". But, here's what I did in the event that it may help someone else.

I unscrewed all the screws that I could on the base. I removed the cover over the motor. Doing so revealed the hoses attached to the soap dispenser. Located closer to the rollers were more hoses. On the same side as the foot lever, above the wheel is the where the HEATER is located.

Being that I was looking for a clog, I unclamped one hose at a time; inserted a safty pin into what the hose was attached to and wiggled it; re-clamped hose afterwards.

The only slight confusion may be with the screws. There are only two sizes. I used finger nail polish to mark where the small ones went.

I reassembled it, turned it on, and it actually started spraying again!!!!!!!!

So that this "blockage" won't occur again, I will take advice I've read about cleaning Bissell's hoses out after using it.
See, taking the thing apart was really nerve racking! Especially not knowing if it would even work after I put it back together.

GOOD LUCK WITH FIXING YOUR CLOG!....you'll probably need to sooner or later.

Listen to see if you can hear pump run when pressing button, if the pump does run, than either you have a clogged nozzle or screen in water fill compartment.

How can I operate the Bissell PROheat 2X carpet/upholstery cleaner without instructions?

Your solenoid that activates the hand unit is most likely burned up. Bissell 2X machines generally last 4 to 6 uses and a solenoid burns up. This is the only machine that we do not offer repair service for in my store. It is a terribly poor quality design.
BTW, the brushes aren't supposed to turn when the machine is in the upright position.

I am at my daughters trying to clean her carpets and i want to know if i set it up right to shampoo her carpets . i only put water and solution in the small container in the back,but i didn't add it...

The smaller container in the back under the release handle it the cleaning solution resevoir. The larger one in the front is for the hot water. It has an internal bladder that holds clean water in this larger container, while returning the dirty to the outer bladder chamber. Both need to be filled with water at the very least in order for the machine to work. If either goes empty, the machine will stop working.

Why isnt my carpet cleaner releasing or putting any water out onto my carpet

I believe we own the same model or one that operates like it. If so, then yours has a "bladder" for the clean water, it has to be almost full sometimes before it will release any. Check the nozzle on the bottom of the tank body and on the cleaner for anything that might clog it up.
I think it will also release water only when you pull the cleaner toward you and hold the trigger down long enough as well...it does not release when moving forward.
Also check the bottom of the cleaner and clean off anything stuck to it...it gets pretty dirty and that is where the water comes through.

Whare does the dirty water go in the bissel 12 amp pro heat carpet cleaner

the clean water goes into a "Bladder Bag" that is located inside the tank. The way it is designed to work, as the clean water dispenses from the bladder bag, the outer part around the bladder bag fills with the dirty water. It never touches the clean water.
