The insulation gets soaked and leaks out. No leak up top or at tp valve. Where else could it be? It is only about 3-4 yr old.

lower your thermostats a bit. If your temperature is set to the hottest setting, then chances are no relief valve will do

I believe the problem you had with the pop off valve is a one time thing since you said you just installed the water h eater
The pop off valve is a pressure relief valve that is activated by build up in the tank from excessive pressure either through too much heat or pressure which works by pressing aginst a spring loaded valve
If you go to the whater heater and look at the valve ther is a handle on it take your hand (stand clear of valve opening) and slowly pull it you will see water start to come out
More than likely a new valve could have had a piece of debris in it or was partially open

If the heater was overheating the valve would stay open and you would see extremly hot water rushing out
I do not recommend that you replace the valve unless it continues

It is time for a New Water Heater.....But there are a few steps you can take to "TROUBLE SHOOT" the situation. There is a Drain Valve at the Bottom of the Water Heater. You may have a build up of ....gunk...at the bottom of your water heater, if you have a floor drain in a basement or some way for the water to drain, than you can carefully loosen the drain at the bottom of the tank to FLUSH the tank.....The other option will still reqiure draining the tank and replacing the heating element.. My best Solution is to make sure the bottom of your Mobile home is Insulated Properly From the Wind and Elements. Even Bails of Hay stacked around your Foundation Can be VERY Effective.....MOSTLY THOUGH I THINK IF YOU DRAIN THE TANK AND REPLACE THE HEATING ELEMENT, your problem will be over, With proper Insulation under the Mobile. This has worked for me a few times..... Hope it helps.....Joe

drain valve must have already been leaking, that's why someone put the cap on. It's ok to cap the drain but never the pressure/temp relief. If the water is coming out of the drain (not around it) you could either replace the cap or the drain valve to stop the leak - otherwise it's time for a new water heater.

It's strange that the heater would be leaking but not from the valves. I found a hole in mine near the bottom of the tank, but it's at least 15 years old, whereas yours is only 4 years old. I'm not sure how to fix yours, but I think I'll call a water heater installation service to have a new one installed. https://rapidfirstplumbing.com/plumbers-...
