Those are dead pixels if you want to get rid of them you will probably need to replace the monitor. They will probably charge you an arm and a leg to replace it so you might get a second quote from Computer repair shop.

you can try pressing f8 from restart of your laptop I am familiar -with this blue screen with writing /
hold down f8 from start up /option screen should come up select safe mode and press enter
when its in windows restart computer as normal
if this dont work /the only thing is to get someone to reinstall windows for you hope this help
