in a similar situation the solution was an Ipod case opener used along the perimeter to release the plastic catches..

It's not glued!!!! It's clipped together...and DON'T take out the screws first...
First, turn the monitor upside down and look at its thin edge. See where the grey bezel meets the black case? That's your clip point, all the way around the monitor. The reason you want to start here? This monitor is VERY tight, and there's a good chance you will mar the plastic, so it might as well be in the least visible place.
Next, fit a plastic trim removal tool (you have one of those, right? Right!? :) ) in between the black and grey plastic, halfway along the length of the monitor. If you have difficulty getting it in, run it back and forth until you find a loose point, but you'll eventually have to come back to the tight spot.
Here, there's a little bit of finesse required...you have to pry the grey part (which I will start calling the "bezel") gently upward, not away from the black plastic (which I will call the "case"), perpendicular to it. This will pull a clip up out of its slot. When you feel the clip release, now you can move it slightly away from the case, but don't remove the trim tool. Keep unclipping the rest of that side.
Once you've gotten the hang of it, do the next side. This bezel is particularly tight, so don't start at the edge...you will definitely damage it. Once you've gotten two sides loose, the whole job becomes easier, but still stay patient and careful, because there's a lot of potential for damage.
Now that you've gotten the entire bezel off (and the hard part is over with), hold the LCD in place as you turn the assembly face down onto a soft cloth, like a blanket or comforter. Now you can remove the four screws from the back.
Lift the case off and remove the two screws holding the switch assembly. This will lift off easily.
Lastly, partially remove the silver tape holding the electronics case on the back, carefully remove the connectors (remembering their positions, of course), and you're ready to play electronic doctor. I'm posting this with my newly repaired L194WT. :)

check to see if any electrolytic capacitors on the power supply are bulged at the top, if they are replace them

The problem is in the power supply and inverter board, cause normally bad capacitors that sometimes bulge at the top indicating they are open.
