That part is called a push nut. You can buy them at most hardware stores in their specialty fasteners area. You will need to know the axle diameter so you can get the correct size.

I would take a pair of pliers and pull off the push nuts. You have to replace the push nuts with new ones, but when you purchase the little tikes hummer wheels from http://www.shopjandl.com/kids---baby-ride-on-toys-little-tikes.html they provide the push nuts with the wheels
I had the same problem. You can get replacement parts off of their website. They usually don't offer plastic replacement items like slides or stairs. You usually can only get hardware, stickers and wheels and such. For each item they carry replacement parts, their website tells you which part and how much it costs.
I'm not sure which item your talking about. You can check here, but they usually have very few replacement parts for items. Sometimes they're won't be any available replacemet parts for an item.
Most of the time they will not offer any plastic parts for replacement, just hardware, sometimes decals and wheels. Check this site and find your item. If you can't find it they do have a customer service number also.
