This is a problem is usually on your Y sustain board. There are two adjustments for this in which an Oscilloscope is nessesary for the alignment. However, there are two other things that can cause this also. This is beyond your abilities if your not a tech. Sorry for the news, It's not a major repair but should be done by a qualified tech.

The only thing you can try is to adjust the tiny control on the Y board, if you want to try do this. Open the set , set it up so you can watch it with the back off. now looking at the back on the left side you will see a circuit board larger connected to a smalled one or two that go to the screen edge . on the larger board look for a few small controls, mark their positions with a dark sharpy then turn each a little while looking at the dots to see if one makes them better or worse. If one control effects the dots try to center it for the least amount of dots, if no effect is observed when a control is turned return it the original position that you mark before starting. if the dots do not clear either the Y board is bad or the whole scfreen is defective.

SOURCE: What do white dots on
A dot on the screen that is white all the time when the set is on is a bad pixel. This is usually a panel defect. Until recent improvements in manufacturing technology were implemented, many LCD warranties did not require the manufacturer to replace the panel unless the number of dead pixels exceeded a certain number (typically seven). If they had not done this, the reject rate for LCD panels would have been so high that they would be unprofitable to make.
