I have scrolling horizontal lines on my hitachi projection television.The television is approx. 13 yrs. old, but we have never had any problems at all with it. The lines are not always on the television. I have direct tv with satellite. Could it be an interference problem, grounding problem or a television problem? How do I get rid of these scrolling horizontal lines?

CHECK C2P08 100 UFD 16 V OFF PIN 3 OF IC2P03 (3.2 VOLT REGULATOR) ON THE SIGNAL PCB. HOPE THIS HELPS!

Sorry the answer is no. If the rolling pic was the only problem you had then yes throw a new signal board in and move on. In this case your picture not being as sharp as it used to be will also be tubes going bad..18 years not a bad run on three tubes that run extremely warm. Have fun on your upgrade to lcd or dlp proojection this will cost less than the fix of your tv.
