Your CPU fan should always be on while the computer is on. If it's off, your computer is going to crach in a matter of time. The noise is normal. If it's to loud, replace the fan. Nothing major. But it is normal for the fan to be loud. Thats a good sign it's cooling the CPU. But you can get a shfter 1. Your computer might over heat though. Good luck.

check your cables. it may be in the way of the fan's fins. also clean your fan for dust.

Yes i am pretty positive it is the cpu fan. If that is the fan that covers the processor. this fan has been running none stop and very loud for about a week know it is so loud i don't even want to be on it. I have vacuum out the inside and that did not help. should i just replace it or could there be an underliying problem.
replaced the fan and know all is well. Temp went from 73 to 55 thanks for all your help.
Thanks for all the help i really appreciate it the replacement fan seems to be doing the trick. temp is down 20 degrees from where it was a day ago. things are running smoothly and i am not bothered by the noise. fan still runs all the time but is very quite.Thanks Again
The temperrture of your CPU is measured and monitored by your BIOS..I'm sure you are familiar how to enter BIOS..if it is getting a wrong tempature reading then the fan will run more than usual. So that would be something to check out. Also you can check websites like NewEgg that sell quiet fans or cpu fan noise reducers. So there are other options besides having to put up with a loud fan..good luck..if you have any questions let me know..
Need more info: computer model;how long has this been happening; u positive its CPU fan and not power supply
