Have a panasonic RR930 microcassette transcriber. Right now the foot pedal will not allow rewind though when I press the pedal I can hear it engage. I can, however, rewind right on the unit itself. ...

If neither rewind nor backspace work, the common problem would be that the solenoid grease has dried up and the solenoid is not retracting all the way. However, the track that the mechanism moves in also wears out, as well as the plastic rocker that depresses the rewind button where it engages the metal slide.

If backspace works but not rewind from the pedal then the problem is the pedal.

Spindles for the cassette do not turn

There is a rubber drive belt inside that needs to be replaced. It is Panasonic part number RDV101YA and this website says they have it:

I've never had to work on one of these machines so I can't tell you exactly what you might need to remove to get at the old belt and pulleys it rides on, but usually it isn't too bad of a job. Anyone with some patience and who is comfortable with small tools should be able to change it. Just keep track of what screws came out of where, what other pieces had to be moved, etc. so you can put it all back together. (Camera phones are great...you can take pictures at each step so you can look back.)

Spindles will not turn

Heads are not turning, therefore tape is not moving.

This unit is driven by belts. I would suspect that the belts have dried up a bit and are slipping. Replacing the belts should resolve the problem.
