I have a Whirlpool RBS275PDB16 oven and was in the middle self clean cycle when we had a power failure. Eight hours later the power is on and the control panel is lit on the oven but the oven will not heat.

If you mean the Whirlpool model WFC150m0ew and you do not have the owner's manual to read about the self-cleaning settings, I have located the owner's manual for that model on the Whirlpool website.
Look for the 2 links to download the Use & Care guide. The self-cleaning instructions are on Page 11 of version of the Use & Care guide - whichever one you choose to download and save.
By the way, when you download and then save the Use & Care guide, so you can print it for easy reference, be sure to give the file a name you can find easily in your Documents folder - something like: Whirlpool Oven Manual.
It's possible the heating element burned in half while doing the self clean, it has to stay on a long time for the self clean cycle, try unplugging and plug it back in, might do it
Whirlpool have the self clean latch assembly solenoid go bad and wont return back to unlock the switch to tell the control is is no longer in self clean. Replace the self clean latch assembly or make sure the switch on the assembly is in the non self clean mode, If the oven starts working then you know the problem if it still doesn't work then there may be other issues.
The self-clean cycle has blown a fuse in the rear of the oven. That thermal fuse must be replaced. Go to www.appliancepartspros.com and enter your model number. Find the thermal fuse on the diagram and then you can orfer the fuse from them.

Almost every time I run the SELF CLEAN cycle on my Whirlpool Self Cleaning range, it fails to function after completing the self clean cycle, even though it completes the cycle of cleaning and unlocks the door. What I do to solve the problem, I power off the BREAKER for the range at the main electrical panel in the house and wait 30 seconds, then power on....and the whole system works just fine until the next time I clean it. This has been a problem from the beginning. My theory is that the electronics get heated up and, like a computer, the system stalls out and needs a complete hard reboot. Good luck!
