Try the instructions below. If you need to replace the remote, you can order one from:
http://www.remotes.com/remotes/servlet/rs?a=Search&o=c&uid=0&m=BN59-00852A&uuid=12967730823440
Before replacing the remote, try the following:
How to Re-Start Your "Dead" Remote Control
This only takes about a minute and will restart 1 in 3 "Dead" Original Remote Controls. Good Luck!
Step 1- Pull the batteries out of the remote and leave them out until Step 4.
Step 2- Press and release each and every button one at a time on the remote control until every button has been pressed and released at least once!
Step 3- If your remote has slide switches, you must move the switch to each position then repeat the button pushing in Step 2.
(When you're done, be sure to put the slide switch in the correct position to operate the unit the remote came with!)
Step 4- Put the batteries back into the remote, being very careful to install them correctly.
New batteries should be used if you're not sure about the old ones.
Step 5- Try the remote.
Special Note:
If you have a digital camera, camcorder or camera phone you can test the remote to see if it is emitting a signal. Face the remote towards the lens of the digital unit until you can see the front of the remote. Depress any button on the remote. You should see a light (steady, blink or flashing) being emitted from the remote. If you do then the problem might not be the remote but the sensor on the TV unit.

You can find the remote control codes for different brands
of devices from
http://www.hifi-remote.com/ofa/codes-tv.shtml#tv
If none of the codes work then we have two other solutions:
1. Searching For Your Code
If you have tried all of the set-up codes for your brand of equipment ,or your
brand is not listed, and you are still not able to get the unit to respond, try
the following procedure to search for your code.
If you don't find a code that works, the remote will flash four times when you
reach the end of all the codes for this device type.
Make sure that the remote is pointed at your device during the search, You
may have to press this sequences of buttons up to 100 times to search the
entire library of codes.
2. Learn the buttons from the original
Line up your original remote and the head-to-head before completing the
following steps.
Now you can repeat steps 3 through 5 to learn other functions onto other keys
or press and hold SETUP until the Cinema's red light flashes twice to lock in
your new feature. (If the red light does not blink twice, stop and repeat steps
through 6).
To test the new feature, press and release the device key in which the new
feature was learned followed by the key on which the feature was learned

You may need to recode the remote since you changed batteries, and the newly installed batteries are new, and installed correctly.
SOURCE: remote control
I had the same problem. The problem is strange and seems to be with the receiver in the TV and not the remote control. The reason I say this is that when this first happened my Samsung brand DVD could actually control the TV. This then also failed, but still works fine with the DVD player.
Anyway there is an even more bizarre fix to all this......
- Remove the batteries from your TV remote.
- Press and hold the red (ON/OFF) button for at least 1 min.
- Replace the batteries and hey presto!!
I know seems far fetched but I found it on the Samsung website and it does work.
SOURCE: bn59 00463 volume works nothing else cant turn on
Step 1: Remove the batteries
Step 2: Press the power button (red button) on the remote control 5 times.
Step 3: Replace the batteries and your remote should work fine.
