Washer will not spin and I smell something burning. I checked the belt and it seems fine. I can hear water inside the unit, but not visible in the tub.

I am going through this right now and best I can tell..needs a new belt. Pop the front off of your washer (UNPLUG IT FIRST:)) and see if there are black shavings on the bottom. The appliance place where we usaully order our parts from do not carry this belt in stock so it will have to be ordered. Price from them was $19.00+ tax

Washer smells like burnt rubber

What is the make and model of your washer? I had a similar problem with my Maytag - there was a burnt resistor on the control board. We ended up just buying a new washer since the cost for parts alone was close to $400...the labor would have been a DIY-thing (15 minutes easily for the greenest amateur).

The washer was in spinning cycle, when I smelled plastic burning, then it stop all together. I was able to turn it off, but now it doesn't do anything. What could this be?

It will be good to start with looking into the washer with the power switched off smelling for the source that burnt. this will be easy to find and the possible area could be the power section in the main board- the control board.
Once you have isolated the burnt component we can decide if the part alone can be changed or the full board needs a change.
The motor and the drain pump also must be checked for any burnt outs.

Washing machine spins slowly and smells of burning rubber

The belt could be worn and will be slipping on the pullys, as it spins up the rubber , rubs against the pullys and that is what creats the burning rubber smell, the belt needs replacing.

Washer stopped spin cycle smell like burning rubber

hello if the belt is broken quite easy to put back on .take the back off you should see the belt if it has snaped or just come off .at the bottom of the washer you should see the motor at the back of the motor you should see 2 nuts this holds the motor on get a felt tip pen and mark the 2 nuts where they are fixed so you know where to tighten back on . get spanner and loosen the 2 nuts the motor should drop down put the belt back on and tighten up good luck
