OK the buttons are probably dirty. I had this same problem with my DS. Pry open the outside edges of the buttons until there is a gap. Blow into the gap while making sure you dont spit in the console. This should clear out the dirt and make your buttons work.
You may have a bent pin on the game slot. Try inserting a game several times rapidly in and out. Look at your game cartridges and see if one of the contacts is damaged in the same place on all of the cartridges.
If this does not solve the issue, you will need to get your console repaired. Either the repair shop will replace all of the electronics or resolder a new game slot on your existing board.
