You may have a fried horizontal output transistor and a defective flyback transformer. If indeed this set is 17 years old.......cheaper to replace him...sorry!
It takes a plug like the RCA 52 inch model rcrh249aw. That means you have to buy a plug that takes 12volts or more. Also to put it in you must open the back of that 52 inch I am sure and then plug it up. Let that baby stay on for at least 5-10 minutes and then it will turn on. I suggest you look on amazon. I brought mine for lower than 30 bucks. I got the new kind.

Mike-It looks like the power supply is going on your tv-it can be replaced. This happens, usually, when little kids are playing wth the remote or power button on the tv. Turn it off and on a whole bunch of times in a row, kids love to do that, and it burns out the power supply part- to make a CRT tv like your RCA36 incher- which is a beautiful machine- I have the RCA/PROSCAN 36 incher-LAST longer...You should always wait 5 min between turning it off and on. Don't ever sell it. This one is worth fixing. It has better color and sound Than the new plasmas and lcds-The Pros know this. Be carefull, they might try and talk you out of it-so they can fix it and have it for themselves. So what if it's not High Deff. It's a great set.
There is probably a short or a near short loading the power supply circuit, a leaky capacitor, shorting diode, transistor,IC,LOPT etc. Have the set checked by a technician near you.
