Android 4.1.1 tablet won't boot

If you can't boot you will have to perform a hard reset.

If safe mode doesn't help fix your device, you can perform a hard reset by booting into a special recovery mode. First, ensure your device is fully shut down. Press and hold the correct keys to boot the device into recovery mode. This will vary from device to device. Here are some examples:
  • Nexus 7: Volume Up + Volume Down + Power
  • Samsung Galaxy S3: Volume Up + Home + Power
  • Motorola Droid X: Home + Power
  • Devices With Camera Buttons: Volume Up + Camera

Compaq Presario F700. It keeps relooping without booting into Windows Vista (or even coming on). A hard reset + only AC power used to get it to come on but it wouldn't stay on. It would have a rolling or...

Hi,
It happens mostly when the boot file is missing hence you need to perform the recovery.
As it is a Compaq notebook it must have the D:/drive partition for the recovery manager which contain the image of your Windows.
You can try to access that by tapping F11 (or F10) while booting computer.
It will load the recovery manager and you can perform the recovery to reload the windows.it will give you the option to backup your personal data select that option and backup your data on Cd or external Hard drive.
This should resolve your issue.

Compaq Presario 1700 Laptop screen flickers and locks up

it sounds possibly that it is going into hibernation. a single press of the power button should bring it back alive.
also feel the bottom of the laptop.... if it is getting close to meltdown you need to clean the dust and dirt from the heatsinks. the fan area may appear to be clear but all the junk gets blown against copper heat sinks so you need to remove the covers to get at it.
