Only the top rack isnt getting clean?
there is a little plastic circle in the middle of the bottom of the upper spray arm. turn it counter clock wise to pull the upper spray arm from the upper rack. make sure that isnt clogged and the spray holes are not clogged. otherwise....

the piece that the bottem spray arm plugs into and runs along the back wall of the tank to the top is called a feed tube. pull the bottom spray arm out. now you can see the part of the feed tube that feeds the upper spray arm water. does it pop out freely and easily? if so then you need a new feed tube, if not then its most likely your not achieving the right water level or your impeller connected to your circulation pump(motor) is clogged not supplying enough water pressure to travel up the feed tube to spin the upper spray arm.

There is a screen that you can remove from the sump of the dishwasher to clean. Just twist it to the left and pull it out. I have some tips that you might want to check out if this does not resolve your problem.

Lots of Dishwasher Issues- I have a Bosch dishwasher that is approximately 1 year old. For the first 6-9 months it cleaned perfect. It would wash everything off the dishes and leave them sparkling clean...

Do you have hard water? Many states have passed laws that outlawed phosphate as an ingredient in dishwasher detergent. If you have hard water, the detergents don't work very well anymore. The residue is probably hard water deposits (calcium and magnesium). Not harmful but it looks awful on your dishes. There are some new products that were designed to solve this exact problem. They are inexpensive and effective. Can't say the name or I'll get banned (again). Internet search will uncover it.

Top rack of dish washer does not have enough water

Trouble shooting here... but the same pumb that circulates water... vents it.... So, if the vent valve is clogged with food debris, then you would not retain enough water to wash all the upper rack dishes...
I recommend inspecting the exhaust tube port of the pump (a selenoid is the operating device for that valve). Be sure that it is able to operate freely (close all the way. Otherwise, it is just the pump intake!! only choices...you have already eliminated the rest (GOOD JOB)

Top row of dishes are not getting clean.

It sounds as if there is no water pressure to the upper arm. You may want to try putting something over one of the holes to see if it is disturbed during th wash cycle. There should be enough pressure there to blow off a piece of masking tape if it is not attached too securely. Do some experimenting to see if you have presure there. There could be a problem with the tube that feeds to the water to the upper arm.

Dishes are not coming out fully clean

first if the pump is running and you can hear it washing it should clean now hot water cleans dishes not the washer the hotter the better at least 130-135 degrees modern dish washers use less water than older models so if you don't get the water as hot as you can stand it at the sink before you turn the washer on you can fill it with cold water second its important that you use jet dry and if your dishes aren't dry at the end of the cycle then on most washers you can turn the disp up for more hope that helps let me know

Water not getting to the upper level, dishes not cleaned.

Penrod, sounds like a circulation problem. Two things to check first. make sure the upper spray arm is not clogged with debris or split. Second is to twist and remove the filter and clear out any debris where the water enters the circulation pump impeller. If something has jammed the impeller, you would have to remove the dishwasher, remove the tank, remove the circulation motor and clean out the impeller...Catriver...post back.
