There are three elements to voice mail; having a Panasonic brand voice mail system, recording the greetings, and setting call forward conditions. Which ones have you done?
The default access to voice mail is extension 500 on the intercom, but we used to use 165. When you dial it, the lady says "welcome to the Panasonic voice processing system". If she doesn't or you're asked for a password, or you have not done the tutorial, then you need to do that and it guides you to the setup of the greetings, name, and password change. After that, you dial *710x 500 (or your VM access) # on the inercom to set call forward to voice mail, with 4 being no answer (my preference since it gives me the option of answering the 2nd call or letting it fall to voice mail), or 5 for Busy/No Answer.
The message manager (mailbox 998) and the system owner (mailbox 999) has the ability to access and change how the voice mail system performs. The owner can change your name for the directory or reset your password and/or setup or delete your mailbox.
Pretty much, it depends on what happens when you dial 165. That's the voice mail access number for a Panasonic TD phone system with Pana VM. If you get the voice mail lady, set the box up and then from the intercom dial 7102/3/4/5 where 2 is all/3 is busy, 4 is no answer and 5 is busy/no answer and 165 or whatever the VM access number is and possibly # (I forget if it's required). That will light the FWD/DND light and send calls to the voice mail system.

What lights are on the voice mail card? There should be 3 on the lower edge of the card.
It is telling you that the voice mail ports are busy and can not take another call in to the voice mail system. If the port the does not clear up after a min or two then reset the voice mail system . Unplug the power cord from the wall and let it set for a min , then plug it back in and wait about 5 min for the system to come back up , that should free up the ports .
The DCT646 does not have answering machine so I assume you are using voice mail from your telephone service provider. You would need to contact them to find out why you are getting the busy signal.
Hi, I have the same problem. I called the service provider, they left a voice message, which I accessed later and deleted from my voicemail box. This took care of it and I dont have that message on the screen now. I think you can just leave yourself a voice message and access it later and delete it. That should resolve it.
