◄ Start or restart the services :
1.
HP Cue Device Discovery.
2. HP Net Device Discovery.
3. HPQCS08.
◄ Run
Digital Imaging Monitor.
◄ Wait for a Minute, if the configuration screen
appears it is done else refresh the HP Cue Device Discovery
◄ Restart the
Printer
◄ 99% chances of resolution and in the other cases a proper
uninstall and reinstall is needed

Is there power coming out from the supply end
Is is a DC or and AC output supply?
If is it an AC output supply tyhebm in the back of the HP had an AC to DC converted that is realy a diode bridge and should contain a fuse in the circuit somewhere on that board

The Formatter board (main logic board) is faulty. You need to take the printer in for repairs to HP, in my experience though it usually works out better to replace the printer.

go to following location and try to scan and tell me if it is scanning fine or same issue.

2.> hpqscnappi
3.> hpqdstcp.
4.> hpqgrpky.
double click on any of these it will start scanning.
