Well, there a couple ways to get a driver. In the package the item came with, download from manufacturers web site (or other driver website), or call HP support and try to order a CD. There is one other alternate if you know someone who has the same printer you have.
220 mb file is not that big of a download, unless you have a slow connection such as dial-up. Is there some other reason the file is too large?

Download the file above > unplug your scanner > install the file above > reboot your computer (if needed) > login into your account > plug the scanner into your usb port > it should automatically detect your scanner > goto device manager > imaging device > right click HP Scan Jet .... > Click on Driver Tab > Click on Roll Back Driver > choose to run the driver on windows xp compatibility mode.

Or use the compatibility wizard to set scanjet pro to run on windows xp compatibility mode
