2 possibilities.
1) The diaphragm in the Sloan is for a urinal. (1.0gal vs. 1.6gal);
2) Not enough water. (stop partially closed, supply undersized)

It sound like you have debris caught in the fill valve. Remove the top where the washer is and put your hand over it and slowly turn the water on to flush the fill valve. Replace the washer with a new one and then replace the top.
If you have the old ball and **** style, replaceing the diaphram is harder so I would recommend replacing it with a fluidmaster fill valve. Hope this helps.

These models need to have a flush valve flapper that has a styrofoam float on the lift chaninof the flapper. Go to hardware store or home improvement store and get a 'Korky brand toilet tank flapper with float 'ball". Cut the rubber ring piece away from the flapper and you don't need it (see cut here marks on flapper). Install flapper and adjust the float fairly close to the flapper.
When the water level drops in the tank and reaches the level of the float on the opne flapper, the flapper quickly closes causing the toilet to have a "surge" of siphon action which forces the water in the bowl to be drawn out.

If the flapper base has a nick or debris on the lip of it, water can get by, dropping the level. You might also check the tube attached ti the flapper; if it is cracked, water will also escape through there. Make sure that the water level is not too high above the fill line. If it is, it will overflow the same tube attached do the flapper base.
Less frequently, but a possibility is the adjustment of the chain or flapper float. If the chain is left too long, it can get under the edge of the flapper and keep it from sealing. That's why I like the tupe with a small float attached to the chain. If the chain is too short going to the handle, the flapper may not seat fully. If the flapper chain has a float assist attached to it, the float can sometimes catch on other things in the tank, most noticeably the float lever, if equipped. Speaking of which; if you installed the fill valve type that has a ball float on it, the ball can rub against the side of the tank, the overflow tube, or catch the flapper chain/handle/flapper float. The correction cor this is to reposition the fill valve assembly so the ball has good range of motion.
If all else fails, you can replace the entire tank and guts for about $30. I recently did this for a cracked tank, and got one at Lowe's. It was a generic, and went on an American Standard. Worked fine.
Pull the lid off of the tank and just look for the obvious!

The flush seal is the rubber gasket between the tank and the bowl. You do not have one. So I am guessing you mean the wax ring on the floor?? They usually only get replaced when the toilet is changed, unless you spring a leak. Or are you talking about the flapper inside the tank that holds the water till the flush lever is pulled? Get a new flapper, if it is just the flapper you need, otherwise you will have to buy the whole thing, all these parts are available at the hardware store. I think it is held on by a couple screws in there, might just be a press fit, we don't see too many one piece toilets. And the wax ring is about $2, but the toilet has to be unbolted from the floor and water disconnected, clean off the old wax, put on the new ring, smoosh it back down and bolt it back it up. Don't for get the water line. Check to make sure you have no leaks. Hope this helps.
