In windows 8, Set to High Performance, set Sleep and Hibernate to Never, set What to do when Lid is closed, adjust Advanced Power Options to your preference. When I shut down my computer, I think that it is shutting down completly. All lights are off indicating that it is shut down. Then a small blue window will appear and will say "Entering Power Safe Mode"....

If you are turning off your computer by pressing the front panel power button, it is probably just putting Windows to sleep but not shutting the computer off. If your computer has Windows Vista, the default is to hibernate and not shut down even if you shut down through Vista. The "power save" message you see is coming from the monitor, which is letting you know it isn't getting a signal from the computer anymore but the power is still on. Windows will start up again from sleep mode if someone or something moves the mouse or presses a key.

The solution is to make sure the computer is actually shut down. In Vista you can do this by clicking the arrow near the power icon on the Start menu. This gives you the option of shutting down instead of hibernating. In XP, shut the computer down using the start menu shutdown option instead of the computer power button. Then the power will shut down completely.

Sleep vs Shut down

It depends on how long computer is being used in a day.
for general use
you can shutdown your computer once in 2 days but i highly recommend not to put in sleep mode and betting putting in hibernate mode instead of sleep mode.
note: most of simple issues are resolved by restarting PC so you can guess now how important is to shut down computer.

Porblems shutting down my new Dell Inspiron Vista (32 bit) Notebook

ROB, TRY GOING INTO POWER OPTIONS AND GO THROUGH THE SETTING THERE. IT HAS DIFFERENT SETTING THAT SAY THINGS LIKE " WHEN I CLOSE THE LID ON MY LAPTOP I WANT IN TO GO TO SLEEP" ETC. YOU SHOULD FIND A SETTING THERE THAT HANDLES WHEN I HIT SHUT DOWN I WANT THE COMPUTER TO I.E. SLEEP, HIBERNATE,STANDBY. I THINK YOU SHOULD GET THE IDEA. CHECK THOSE AND SEE IF THIS HELPS SOLVE YOUR PROBLEM.

Going to sleep

check the RAM. Take it out and reseat. also see if it runs good in safe mode. if so then you need new video drivers.
