Intermittent wiper

what car, what year? gee? a suz, what?
it can only be 4 things. (all cars)
1: the wiper motor is bad. (it has contacts inside for timing.
2: the wiper shaft is stripped, nah you said both stalled.

it could be a bad ground wire.

when you turn on most wipers, the combo switch sends
that signal( just 12v ) to the motor.
the motor is self booting, that is , it only needs the start up
and then it self provides its own power,
ive restored wiper motors, many.
then the motor runs until it his the dead spot in ITS, internal
sustain switch and the halts. if the combo switch is off.
but if the wiper fails to return, this is a bad wiper motor.
(overloaded by ice, sure)
the motor can fail 2 ways, but
id say the sustain switch is at EOL. end of life.

this is the most common design.
check your FSM for yours. the factor service manual.

It depends if you want the best quality or the best value. Either way, it is largely a personal preference. Batteries will not charge. charger is not recognizing battery is inserted. charger light goes from flashing without battery to no light at all when battery is added? kit is new as of thursday help!

I had the same problem with many dewalt tools. The problem was with the charger. The charger had this strange behaviour before it was used. Dewalt replaced the charger free of charge.
