Normally Samsung’s already have a “download” folder on the main apps screen. Depending what app you use only certain ones with root access will allow you to change the destination folder.
Rooting your device will allow you to fully customise options like this though. But be warned. Rooting is a whole other story and not something you should attempt if you’ve not done it before.

I rooted android devices years back there use to be some apps that would allow root access without actually rooting the device itself. But it’s been so long now I doubt the apps would still be active today.

You can't unless you root the device. YouTube is owned by Google and google makes the android OS so all google products are integrated into the OS. Rooting the device requires that a root has been made for it by a third party and you run the risk of bricking (permanently frying) it.

Rooting a device always has the potential to turn the device into a 'brick' in some circumstances. Most good rooting procedures mention this, as well as steps to make a backup of the current system and how to recover from a failure to boot after rooting. There are also different 'mods' that can be tried to see if one of them will work in place of the one you first chose for rooting. These are all dependent on exactly how Android was modified for your hardware. Google 'rooting' and 'Samsung Galaxy Tab 101 Tablet GTP7510MAyXAR' and see what the articles say. You can also try a hard reset of your tablet and see if that does anything. IP Address unavailable/ cannot hook up to internet

The equivelent of a an ipad/iphone jailbreak?

You can check this by doing one of two things.
The first is by going into settings, scrolling down to the bottom and clicking on About Tablet.
If not that then go to Settings/Device and then click About Tablet.

The second, and easiest, is to check to see if you have an app called SuperUser (SU).
If you do then your device is rooted.

Other ways to check, which is more dificult because of you not being able to get WiFi access, is by downloading an app called Root Checker or a Terminal app.
Root checker is self explanitory as it does exactly what it says on the tin.
It will check to see if you have root access to your device and will tell you either way.
The terminal app will show a hash tag symbol (#) as soon as it is started.
This is also an indicator of root access.

Have a look in the WiFi/network settings for your device and see if it has been set up to use a proxy or VPN.
If it has then clear these settings and try to enable the WiFi again.
If this doesn't work then i would restore the device back to factory settings as it could be a software issue.
Failing that you could always upgrade the firmware to the new 4.4 KitKat which, if your device is rooted, will wipe root access out.

Go visist XDA's forum and look up the rooting guide for your device. HTC is one of the better manufactures that actually allows for easy rooting.
