Computer goes on then it tells me to log on and put password, then goes to the window screen and screen gets smaller and computer freezes up with just a arrow showing and computer does nothing.
Restart your computer, as it's restarting press f8 a boot up menu should pop up, among the options in that menu you'll see last known good configuration, select it, you're computer should hopefully start up normally, if it does not you may need to reformat, or take it into a tech shop for assistance.

In this case you have to do the PC restore . you can do that in dell machines by shutting down the machine and when it is coming back on just HOLD DOWN THE CTRL ket and the START HITTING f11 key in this case you will lose the data which you have the on the c drive but this issue will get resolved .
Else you can try to restart in the safe mode with networking and then go to the system restore and then select the bold dates in which you have idea you system was working fine . selct the date and then do the system restore . In this case you will not lose the data but you will lose the updates which you have done after that date .
in both the cases system will work .

Make sure you are saving your changes after altering the password in the BIOS. If altering the password in the BIOS doesn't fix it, then the BIOS is at fault, and your best bet is probably to send it to Dell.

try logging in safe mode first upon turning system on tap on F8 then select safe mode, once logged in safe mode to a system restore to the date before this issue happend if system restore gives an error it failes tr going back to system restore in safe mode the do a disc defragmentation click start, accessories, system tools, system restore then select restore my computer to an earlier time then select the date when everything was working fine

Ok when the screen arises letting you put password just press alt+cntr+del this should take you to the different login window where you have to put "Administrator" and login if no password keep it blank, if login successful "DELETE USER THAT YOU HAVE CREATED" and create new with defferent name
