If the drill has a short in it, then yes, it could short the battery out. Probably in the trigger switch.

have you tried the batterys in any other tool?
you would also need to check the voltage of the batterys they should be at least 18 volts (19 prefered)
then if the batterys do not show charged you would need to make sure the battery charger is putting out voltage.
After that contact your closest Ryobi service center we would check that for free to let you know what you need, I am sure you local place would do the same.

If both batteries won't hold a charge the problem may be the charger (not providing a full charge). If one battery is OK and one not holding a charge, the problem is probably a defect with the battery. I know there expensive, (I recently had to replace one for DeWalt).

chances are that your batteries are shot. If you do some searching in your local city, see if there is company that will rebuild battery packs for your drill. The packs are around 1/2 to 2/3 the cost of a new pack and they will have better batteries in them. The manufacturer does not put the best grade of batteries in their equipment. So a rebuild is stronger and will last longer.
