the best thig and easiest way would be to reset everything and start overthose things have so many differnt settings but to start turn it off then on the right side it has a power button, hold that power button down for 5 seconds and its reset.

Your panel is defective.Not worth repair.Try calling Toshiba customer support and see if they will help you.

what are you trying to do ?
if your trying to re scan your channels then go into youe setuo menu and rescan channels in cable mode if your on cable or antenna select air

Unplug the TV for some time (usually 1hr is plenty) and it should reset to factory settings.
