Re: screen flashes green a couple times then shuts off
You need a new green CRT. The lines were retrace lines which are the first sign of a tube developing a short eventually the green will short completely and cause the set to shutdown.

Sounds like display panel fault. These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. Tv have a Horizontal IC out is dead or cold soldering.Make a fist with ur hand,bang on the tv frame bazel a couples of times.If the hoizontal line flashes back to normal screen?Tv have cold soldering around horizotal IC area.U have a soldering iron tool and a roll of solders,know how to do basic soldering?Take the back of the plastic screw driver tap around for cold soldering area.Resoldering those area.No horizontal tv screen flashes back the IC out is dead,require replacing another horizontal IC output.
I am sorry but, usually, that is the start of the screen's LCD failing, it will most likely get worse over time... This is caused by the "Driver" transistors failing....
Try removing the motherboard from the screens and attach the battery the green light should turn on and stay on.
Now attach the lower screen and turn on. If the screen is ok the screen and green light will flash and then turn off. (if the screen doesn't flash the bottom screen is you're problem and will have to be replaced)
If this happens the problem is then you're top screen which you will have to replace.
or a new lamp. you could first replace the lamp. the screen might work fine for a couple of seconds, but then it fades away or deteriorates. This means the lamp is going bad.
The tech is correct about the internal short inside the blue CRT. There is a way to remove that short by applying a small amount of current to burn the short but that might damage the CRT even more. At this point the CRT needs to be replace.
I will post the instructions on how to remove that short but you will need to have a good regulated power supply and limit the amount of current to 1 to 2 amps.
