Cooling light blinks constantly. Heat goes off and on in short bursts. Clothes take forever to dry. Have had this problem for a while but it is getting worse and now it is as if the clothes are being air dryed.
What is your model number is then we can get started then okay
Hi Charlie, I have decided it is the non- reset high temp thermostat but since the machine is over 5 years old and the parts are not expensive I am just going to replace both thermostats.
no thank you need a new heating element okay but I do not know what the part number is without the model number okay

The cooling light is always on, it flashes when it is in that part of the cycle, sounds like he put it in to a test mode. Was it a thermistor that he changed?
No heat, sounds to me like a thermostat might be blown. Call the guy back, if you haven't already.

I am assuming "how" means hot in this sentence, if so, I think I can help! There is no "steam drying" phase for your dryer so what is probably happening is; the wet clothes are being heated properly [as a result causing steam] however if this steam does not escape frum the dryer it will simply condense back onto the clothing [leaving them moist/wet].
Check your flexible tube from the dryer and the vent on the outside of your home to make sure they are unobstructed. Hope this helps!
