Well normally in Windows XP the DVD/CDRW drive won't need anymore drivers, since Windows automatically installs one for it. I assume the problem you're having is that the drive is not able to read CDs/DVDs or burn a disc, correct?
If that is the case you can actually follow this microsoft KB article:

This will give you indepth help on what to do. I would recommend that you do the removal of the upper filters and lower filters in the registry.
You can test if the optical drive works in Safe Mode, by pressing F8 on startup and choosing Safe Mode, then logging into yourr account. See if the disc is read in Safe Mode, if it does, then you have a program that is conflicting with the drive. I would recommend that you run MSCONFIG, goto Startup tab and disable most if not all of the startup items, then click on APPLY then OK.
The next thing is running the diagnostics for the computer to see if there any reported hardware problems. Now if all tests passed, the next step is reseating the optical drive (if possible) check the computer manual on how to do procedure, otherwise you may have to call up Dell Technical Support.
Now you may have to replace the drive itself since it could be defective now.
