I would start with removing HDD from IOmega enclosure. There is some hope, that it's not a hard drive which failed, but SATA controller in enclosure. Then you will need to connect this HDD to a known working PC and scan it using MHDD. This tool will show you if your hard drive is failing and how bad it is.
And regarding data recovery - as far as I know IOmega uses Linux file system, so you will need to boot some Live Linux Distro to get access to your files.

Do you have access to a multimeter or voltmeter? If you do you can check the voltage coming out of the adapter and make sure it matches what the power adapter says it is. If it doesn't, then it is the power adapter. If it does, then it is the drive or enclosure.

Try a new enclosure, the case is just that. A hard drive cannot actually repaired. You cant open it and fix it. It's either reliable and functioning or not. Purchase a new enclosure and test the old drive. Data recovery should be the last option..most places charge a down payment on a car, and most of the time ( in my 12 years ) its the cheap enclosure.

It depends on how you formatted the the drive.
If it was formatted FAT it will work on both Mac and PC.
If you formatted to HFS+ (the native mac format) then it will only work on a mac.
