I have a Panasonic digital cordless answering system with 2 handsets. I would like to disable the answering system. I turn the system off, but once the phone rings 15 times the answering system turns back on and that person can leave a message. How can I make it so the answering system does not turn on?

I phoned in from another phone and retrieved my messages. The problem was not with the answering machine but with the phone and calling card I had been using. Don't use a hotel switch board nor calling card, too many intermediate parties for the 2 digit code to work with.
SOURCE: Increase numbers of ring
If the machine won't go past 4 rings (which it should somewhere in the answering machine settings menu) you could always change your greeting to a message that tells the caller to wait a few more moments for you to answer, while you get to the phone....

Yes, it will automatically let you know when you have a voicemail. If it does not work, contact Comcast.
SOURCE: don't have instructions to record my message on the digital answering machine
I believe you use the "memo rec" In the silver color on the base, second line of buttons on far left.
SOURCE: disable do not disturb feature
