When I push the lever on my toto toilet the water doesn't refill. I have to take the lid off the toilet tank and jiggle the fill valve (a little aggressively) so the tank will fill with water.

Remove the tank lid and look at the fill valve. Is it a yellow valve?
This fill valve is common on the Toto Toilets and can easliy plug with debrie.
They can be disassmbled and cleaned. however, I usually just replace the valve with Fluid Master Fill valve.
You will also want to check the water coming into the toilet by turning off the water that supplies the toilet and disconnecting the water supply line. After removing the water supply line turn on the water at the valve to make sure that the water is flowing properly. Check the supply line also to make sure it is not plugged.
Be sure and place a small container to catch the water that will come from the valve. A towell will also help from making too much of a mess.
If the Supply line and the valve are clear the problem is in the fill valve.
The G-Max system denotes the Flushiing system which is a 3" flapper that allows the water from the tank to flow into the bowl quicker.

I fixed the problem. There was a clog in the pipes so i just flushe dthe pipes out.

Yes adjust the float level to raise the amount of water in the tank, If you have a float that is a ball around the tank you will have to turn the water off and remove the hose from the tank and remove the nut then pull the water float device out and you will see a clap on the bottom of the float you will turn the float base so that it gets longer, increase it by two inchess so that you increase water flow. Reinstall into the tank hook it all back up and leave the lid off turn on the water and watch the water level rise be sure the float shuts the water off before it over flows, if it starts to over flow then fush it to bring the water down giving you enought time to shut off the water valve.
There is a problem adding low water systems to older septic systems. The septic pipe settles in the ground over time and may cause a ~~~ in the pipe thus causeing blockage. For future reference you can add a one gallon bottle of water in the tank like a milk jug or a used up bottle of puerified water that you have drank and this will decrease it by one gallon per flush. I have the same problem and can not find a solution. The toilet flushes fine but then a delay in filling up the tank occurs. Is there a part I can replace? Does something need to be cleaned or cleared?

You need Korky Part # R528 available at Home Depot. Instructions are on the package and it takes just a few minutes to change it.

The toilet tank does not refill automatically once the lever is pushed and the water flushes out of the tank. In order to get the tank to fill with water again after the toilet is flushed, I have to take the lid off the tank and shake the tall blue fill valve to get the water to start flowing from the refill tube so the toilet is ready for the next flush.
