Which bluetooth device ? are you referring to ?
keyboard , mouse , ahh a webcam ?

Bluetooth is a wireless technology that connects devices over a limited-range network (WPAN, or wireless personal area network). Bluetooth transfers data three to eight times faster than a parallel or serial port.

Some Lenovo PCs includes an internal Bluetooth card to allow users to connect Bluetooth devices to the computer. Inactive Bluetooth support or computer settings can prevent the Lenovo PC from detecting a Bluetooth device.

Hold down "Fn" and "F5" after booting the computer or returning from standby to enable Bluetooth features. Click "Start." Click "Control Panel." Double-click "Bluetooth Configuration." Select the "Accessibility" tab. Check "Let other Bluetooth devices discover this computer." Select "All devices" from the drop-down menu. Click "OK." Double-click "Bluetooth Devices." Select the "Options" tab. Check "Turn discovery on," "Allow Bluetooth devices to connect to this computer" and "Alert me when a new Bluetooth device wants to connect." Click "OK." Exit from "Control Panel." Align the device with the Lenovo PC. Check the documentation included with the device to confirm it is the correct distance from the computer. Right-click "Start." Click "Explore" or "Open." Navigate to "My Bluetooth Places." Click "Bluetooth Tasks." Click "View Devices in Range" to locate the device. Select the device from the list. Click "Discover services" to use the device's applications on your Lenovo PC. Right-click the device and select "Connect" or "Pair" to configure the device. Hope it helps.

Be certain that your bluetooth is fully charged, then be certain you follow BOTH your phone's and your bluetooth devices instruction for pairing.

Exactly what phone commands are you trying to get your bluetooth device to respond to?

My RAZR V3 won't pair with 2009 Chevrolet Silverado bluetooth

http://www.gm.com/vc/bluetooth/index.jsp?brand=chevrolet&landing=true
PAIRING A PHONE WITH YOUR 2009 Silverado

Before you begin:

To take advantage of the Bluetooth for Chevrolet functionality, you must first pair a Bluetooth-enabled phone to a Bluetooth-enabled vehicle.

Note: If you do not pair a Bluetooth-enabled phone, all calls will be made using OnStar® Hands-Free Calling.3

Some additional tips:

1. You can pair up to five phones with your 2009 Silverado.
2. Your system automatically recognizes the first phone you pair. To use a different paired phone, you must
select it using the "Change Phone" command.
3. Only one paired cell phone can be connected to your system at a time.
4. When the vehicle is in motion, you cannot pair a phone.
5. Pairing should only need to be completed once (unless changes to the pairing information have been made, or the
phone is deleted).

PAIR YOUR PHONE

Set up phone - Turn Bluetooth 'ON':

1. From the main screen, select "Menu"
2. Select "Settings & Tools"
3. Select "Connections"
4. Select "Bluetooth"
5. Select "Setup"
6. Select "Power"
7. Select "On"

Set up vehicle - Enter 'Pairing' mode:

1. Press and hold the Push to Talk button for two seconds
2. Your system will respond with a "Ready" message followed by
a tone
3. Clearly say "Bluetooth"
4. Your system will respond with a "Bluetooth ready" message
followed by a tone
5. Clearly say "Pair"
6. Your system will respond with instructions and a four-digit
Personal Identification Number (PIN); you will need to enter
this PIN on your phone

Begin the pairing process on your phone:

1. From the main screen, select "Menu"
2. Select "Settings & Tools"
3. Select "Connections"
4. Select "Bluetooth"
5. Select "Hands free"
6. Select "Look For Devices"
7. Select "General Motors"
8. Select "Yes" to bond with General Motors
9. Enter the PIN code provided by the vehicle
10. Select "OK"

Finish the pairing process in your vehicle:

1. The system will prompt you to give a name to your phone
2. Say a name that best describes your phone (example: Corey's
phone); this name will be used to indicate which phone is
connected
3. Your system will ask you to confirm your name
4. If you confirm that name, the system will respond with the
message: "'<Phone name>' has been successfully paired"

Blackberry 8120 bluetooth

First off, did you pair with the phone? Open up your bluetooth menu (under settings) and search for the other phone. After you pair (the passkey is what you choose each time) you'll be able to receive bluetooth connections.
To receive files over bluetooth, you'll need to open up your media area, click the blackberry button, and scroll down to "Receive using bluetooth". At that point, send the file using the other phone and enjoy!
