I'm pretty sure that the power pin on the motherboard is bad. I'm not sure if you can get one and solder it on, but my guess is you need to replace the motherboard.

I believe that is the battery light indicator saying that the battery is depleted. If you've attempted to recharge the laptop, I'd put my money on a bad AC Adapter. Try a different AC Adapter. Dell laptops are very picky, so I'd recommend acquiring a Dell-brand adapter to ensure it will charge your battery.
As you say the system is 4 years old update the bios your download link is here! IMP. Be sure to plug in the battery and it should be charges above 10 % and the system should be connected to the mains power supply also ensure there will not be a power outage during the update process this will resolve the issue 100 % Dont forget to say thanks!
If a new DELL ac adapter (3rd party Adapters are not recognized and the charging circuit is disabled) and a new battery doesn't resolve then the charging circuit on the motherboard is bad
Try charging the battery on one of the other dell's.
If the unit runs for any lengh of time, it is not the motherboard.
It could be the A/C adaptor jack on the side of the unit.
Log a complaint will dell's customer care.
the Dell AC adapter has a sensing pin so the bios can determine the wattage of the adapter. If the system cannot ID the adapter, the battery charger circuit is disabled. You'll need a functional DELL ac adapter to get the battery to charge
remove battery check if laptop works fine with ac adapter, if not then download the latest bios version first if fails then replace ac adapter. If laptop works fine with ac adapter. but cannot work with battery alone, download the latest bios then charge the battery for 6 hrs. if still batt not charging then replace batt. but as you mentioned you already replaced the batt and your still getting the same issue. replace motherboard.
If you replace the main battery and it will not charge, make sure the AC adapter is working (You can test the output with a multimeter) and make sure the LED on the Adapter stays on when connected to the system. Most likely, the motherboard has failed and will need replacement
If you have replaced the battery with a NEW one and it doesn't charge, then you either have an issue with the AC adapter (If the sensing pin is bent or broken in the barrel of the connector, the battery will not charge) or the charger curcuit of the motherboard. If the issue occurs on a different AC adapter, then FLash the BIOS to current version. If battery still doesn't charge, then replace the motherboard
You mentioned trying a different battery, try a different AC adapter.
When plugging in the ac adapter to the wall, see if the POWER LED comes on on the adapter, then when you connect it to the computer, see if the LED stays on.
If the issue occurs with both AC adapters (No battery installed) then the motherboard has failed. If one ac adapter works but the other doesn't then the adapter is bad
bought new charger and its burning out the charger and battery using a 14.8v battery and a 19v charger.
