Press power button for 10 seconds at least. If it restarts, you're good to go. If it doesn't, remove battery. Press power button. Put battery back, Press power button again to start.

Do a 'Factory Reset'

First, remove the back of the Storm. Then, remove and reinsert the battery. Return the back cover.

My Storm locks up periodically and that solution solves my problem.

Usually problem with the LCD backlight. Try to get it replaced under warranty with your provider. Out of warranty? = You can get the screen replaced at Blackberry repair or try to repair it yourself for free or have a friend do it using Blackberry Repair Guide. The part is available on ebay.

Sounds like you have a broken digitizer screen. Somebody needs to open your blackberry to replace it. Go to your provider, they might replace the phone for you.
