Fans not running will cause the fresh food and the freezer sections not to work. If the condenser fan (the one under refrigerator) is not working, the compressor will cut off on the overload. If the evaporator fan is not running, there will be no airflow to the freezer or the refrigerator. First walk up to the refrigerator and listen to see if the fans (one in the freezer on one under the bottom) are running. If one is running and the other is not then get to the one that is not running and see if something is blocking it. If there is nothing blocking it then replace it. (Note that some refrigerators cut off the fan inside the freezer when you open the door so be sure that the door switch is depressed when performing this test). --------If your fan stopped running and you replaced it and still not running, your going to need the main control board located on the back of the unit behind an access panel. ------------

It's usually caused by the condenser fan which
is underneath around back. If it's not running when the compressor runs it will
cause the problem you describe. You will need to remove the cardboard backing

This is unusual. The more common set of circumstances is that the freezer works but the refrigerator doesn't. The cold air in a side-by-side is produced on the freezer side and is than transferred throughout the freezer and to the refrigerator by a fan in the freezer.
You say you hear something running in the refrigerator. This could be the freezer fan. It is located behind an access panel in the freezer. This fan should run.
You should also hear the compressor (underneath the refrigerator) running. If this doesn't run, you will not get cooling. Also, there should be a compressor fan (underneath the refrigerator close to the compressor) running. This fan removes heat from the refrigerant coils and transfers the heat to the outside. If this fan doesn't run, proper cooling cannot be obtained.
The fan must run otherwise the temp. cant be correctly distributed. If temp. is correct, leave alone. If temp. to cold, turn it down untill correct. Fan will very possibly switch off then.
Look inside the freezer at the back panel. Is it covered with ice? If it is you most likely have a bad defrost heater and the ice has stopped you fan. If not you will need to replace the fan

If you are talking about the freezer fan motor, it should be running if the compressor is running. if the compressor runs without the fan running the compressor will overheat and become damaged.
The mullion heater in the door divider is not affected by the compressor.
