While playing Electronic Battleship with my son, the game was bumped and turned off. The game would not turn back on so I changed the batteries. Still the game won't turn on. Any ideas?

All of the manuals have the deployment formations. The first two games are very similar in the game setup and play. The two older (Talking and Non-talking) versions also share most of their game play.
I have the Hasbro Electronic Battleship Game. It includes 10 plastic ships, 84 red "hit" pegs and 168 white "miss" pegs! What make game have you bought? There will be more miss pegs than hits!
Buy and new one or buy a replacement off ebay
