Hi yes the laptop will still power on and at least beep at you or light up the LEDs and start the fans, you will get no display with out the ram installed, but you will get a basic power on so listen for those fans,
if you install the ram you should get a a display on the screen with the branding logo and boot information but without the hard drive it will have no operating system
all you need to do is find bluetooth in control panel and activate it. If you have windows 7 just hit the start button and type in bluetooth and go to the network sharing screen

the options you need are on the pull down menu heres a guide
Notebook-----> Aspire----->Aspire 5552G----->then click on Windows 7 as thats the only Operating it uses then click on Software and the webcams are there, if you require further help please ask,
