Ryobi ry60514 is frozen.

It may be because the blades are tight, try slackening the bolts along the length of the blades to give them some free play and try again.

then you need to open the gear box and find out why if it has a forward and reverse the the shifting linkage it could be stuck in one gear and adding the other will lock it up as well

Sorry Bob, it needs shop time. The part under the motor and between the two blade sets is the transmission. The input shaft from the motor is geared to turn the blade shaft; either may be frozen if there wasn't enough grease in the trans or it's possible a gear tooth broke and jammed the system. You have to remove the trans, take off the blades and get inside it to see if the grease is contaminated or if it even has any in it. Check for peices that may have jammed in the gears also. If all of the parts are intact, clean out all of the old grease and pack as much new grease in as you can get in it.

Have you greased the bearings on the mower deck recently? Is there something jamming the blades?

Remove the deck and see if you can move the blades by hand. If you insist on not removing the deck to do this ... make sure the belt that drives the deck is not on the drive shaft of the motor to prevent accidental starting of the motor and instant mangling of your hand. If you can move all the blades, look for a faulty or worn out pulley on the deck. If the blades are frozen in their bearings, get replacement towers at your John Deere dealer or from a FixYa.com advertiser. If one is faulty or rusted ... replace them all ... as they are probably at or near the same condition. Do this job one time and do it correctly.

You may need to take it to a professional to sharpen. It may have some trash in between the blades keeping it from not cutting. Plus when you use it try spraying some WD40 on the blades to help them move and cut.

Definitely stay away from Ryobi, Troy Bilt, Bolens and Yard Machines by MTD. They are all Ryobi with different brand names on them. (goes for trimmers too) MTD owns them all. The best small tiller, IMHO, is Mantis. (2-cycle) I think Sears sells them now. I have one and it will run circles around the rest.

there are shear bolts that hold the tines on. they are designed to snap when u hit something big such as a big rock or pipe or something like that. they are designed to snap at so much pounds of pressure so u dont break any gears or gearshafts. a lot of times people dont realize this and put regular screws or bolts in it and run it. when they hit something they ussually snap the gearshaft inside the tiller. i have replaced this on my fathers tiller cause he did the same thing. so either u might need to put new shear bolts in or if u had a regular bolt in u probably snapped a gear shaft or a gear.
