When I use the even feed foot for qulting, it bunches up as though I'm just using the regular foot. I purchased a new even feed foot, but the probem remains, so I'm sure it's the machine. It has worked fine in the past. Also, the reverse does not work. It just stitches in place when I hold down the reverse lever. The stitch width seems to be off just a little as well. I have to set it on 8 to get 12 stitches per inch. I recently had the gears replaced, everything worked fine until then. Oh, its a Singer 758 Touch and Sew.

Generally, the lighter the fabric weight, the heavier the presser foot pressure. Yes, feed dogs do wear with use. Do not run the machine without fabric between the presser foot and the feed dogs--the feed dogs constantly rubbing against the presser foot will quickly wear the feed dog points. Store the machine with the presser foot down with a pad between the presser foot and feed dogs (even a scrap piece of fabric will do). Also, be sure to clean the feed dogs of any gunky build-up. If the feed dog points are worn, it may be worthwhile to have them replaced.
With the issues you are experiencing, it may be wise to take it for service.
Even though the feed dogs are raised, are they actually moving forward and back as you stitch (remove the thread, raise the presser foot, rotate the handwheel, and watch the feed dog action)? Check that the stitch length is set long enough that the feed dogs will be moving the fabric rather than sewing in place. Another thing to check is whether there is a pressure adjustment for the presser foot. If you are sewing light weight fabric, sometimes the pressure needs to be increased so the feed dogs are able to grab the fabric.
As for the machine running on, it could be a multitude of issues, ie the foot control, electrical... This may be something that a professional should evaluate.
Because there is more drag on the top than there is on the bottom, from the pressure foot.
There is a solution, however; Singer and many other companies offer an even feed foot that you can use place of your standard one. That foot offers the same teeth on the top that is already in the feed dogs, and it will even out the feed.
Your machine probably takes a low-shank foot--most modern machines do.
Presser foot tension is to low for the weight/finish of the fabric, or bottom dogs are worn.
The feed dog feeds the fabric under the presser foot while you guide the fabric.
The feed dog regulates the stitch length by how much fabric passes under the presser foot as the machine stitches.
It is important for you to not push and pull the fabric under the presser foot. Allow the feed dog to move the fabric, so that you do not bend and break sewing machine needles.
It sounds like you may have the wrong even feed food. It should be a simple task to put on. the packaging on the foot should say its for Janome horizontal bobbin machines.
Remove the screw holding the regular presser foot and the presser foot holder and set aside.
Place the take-up lever in the highest position.
Hold the even feed foot with your right hand with your thumb holding the lever of the foot in its highest position. Place the even feed foot on the presser bar and make sure that the lever of the foot rests upon the needle bar thumbscrew. While holding it in place, fasten the foot to the presser bar with the screw.
As the needle bar goes up and down, the lever on the even feed foot should rest on the needle bar needle serew and go up and down as well.
The 1600-DB requires a special Walking or Even Feed Foot due to the high sewing speed, so ensure that you have the correct foot, as the "normal" top loading machine foot will not fit.

It may need the feeddogs adjusted by a tech. We use a guage to measure the correct height. Even though visually it may look like they are moving ok they may be too low. You could use the top end of a needle and lay it alongside the feeddog at its highest point. It should be level. Also check the presser foot pressure. It may be set too high and not holding the fabric down. Good luck to you.
