What's happening in your instance is that the pawl, colored red, is not engaging the outer teeth, possibly due to corrosion, or age. What you can do is use a penetrating oil to get inside the mechanism to try to free it up. In the following link, you will see a freewheel that is most likely similar to yours: Shimano Hyperglide Freewheel
You want to add oil to the edge of that inner ring that says "Shimano" (yours may not say that), while spinning the cranks to draw the oil in. Hopefully, after a while, and maybe a lot of oil, the pawls will free up and start catching.

the derailleur cable is too loose. Shift the shifter into the smallest cog, make sure the chain is on the smallest cog. The derailleur cable will most likely be very slack now. At the rear derailleur, there will be a nut or a allen bolt pinching the cable to the derailleur. loosen this, pull the cable finger tight, tighten the nut or bolt again and then try shifting again. You can dial it in using the barrel adjuster on the derailleur or the shifter.

Since you probably need to go to a hardware store to get them anyway, you could just take the bike in and guarantee a good fit. They're probably metric. Make sure they're long enough. Get washers.

Actually, it's causing you to have no gearing options. If you were Lance Armstrong the bike would move fast ;0) even with a flat tire.

Crimped, corroded shifter cables can prevent accurate shifting. I'm thinking you need a bike mechanic to look at it.

After it's all fixed you might want to view some resources concerning shifting, braking and general riding skills. It's all out there.

In addition to having been a bicycle mechanic and enthusiast for a great number of years, I purchased the same Pacific bike for my daughter.

The torque drive twist shaft, is their overly technical name for the twist shifter that one uses to change between gears. Some bikes have a toggle shifter, which is a little lever to change the gears. These bikes have a shifter that twists on the handlebar to switch through the gears.

By the way, the manual would not have been helpful. They give a generalised manual with all of their bikes apparently, that have non-specific information about general assembly, lubricating different parts, tire inflation, and bike safety.

We got ours direct from the factory, and the manual that came with the bike was simply the most unhelpful publication I had ever seen.
