I cant solve your trouble based on what you are telling me ... but I would make the phone company fix it if I were you. If they cant accomodate the paying customer, there is always the cable company as an alternative.
you said that you are to connect the new laptop to the router. Do you have any other computer already working through the router ? If your other computers are working through the router then your router already set up and you don't need to run the CD. all you need to do is connect to the wireless network. This is a problem with the firmware of the router, so the best way to resolve this is to flash or update the firmware of this router then after that reset the router by pressing the reset button for about 15 seconds so the firmware update will take effect....
how bout customizing the wireless settings of your 2wire first for a more stable connection. like change the wireless name from it's default and enable a wireless security. you can also change the wireless channel to minimize interference from other wireless device near your area.
if you have done that already, try to upgrade the firmware of your router to check that it's not a firmware issue.
if you have done everything to solve your concern, it's better to get a replacement.
i believe your home portal is a gateway. if so, you also need to have a gateway to replace it and a router is not sufficient.
as long as your laptop has a wireless card installed, you don't need any other equipment
