The Viper alarm (and most other alarms) are designed to be connected to the parking lights.The headlights are not meant to be flashed continuously, as when the alarm is triggered. If you want the headlights to activate with the alarm then, the parking light wire from the Viper needs to be connected to the headlight wire instead. NOT RECOMMENDED.
Although the Viper alarm may or may not have a horn output (you didn't mention the model) ,it can be connected and it can be programmed to sound either when the alarm is triggered or all the time(depending on the model).
By the way, the Driving while Running Lights are seperate from the Sentry Illumination Lights. The Sentry Illumination Lights are designed to illuminate the area in front and around of the vehicle before and after entry. They can be programmed for the time that they will illuminated before and after entry.

It's possible that the parking kight wire is no longer connected or, the (alarm's) fuse for the parking is blown. The parking light fuse for the 5701 is located behind the door on the alarm module.

The flashing parking lights signal a shutdown diagnostic. There is a nuetral safety switch under the dash. It's a toggle switch that needs to be in the on position. Also, the hood pin needs to be making contact with the hood when the hood is closed.

You should also be receiving an error message. If the parking lights flash six times, it relates to the hood shutdown wire(-) or the brake shutdown wire(+). If the parking lights flash seven times, it relates to the neutral safety shutdown. Check the toggle switch under the dash and flip it to the opposite position.

Sounds to me like the parking light output wire. They usually have a seperate fuse or the connection is bad. The connection on your vehicle should be behind the pass side kick panel and look for a wire to the white/purple wire and check that with a meter or light to see if it's kick out power. There is a possibility they used the negative trigger through a resister and that would be located behind the headlight switch. That will at least let you know and trace down the problem. If your vehicle has daytime running lights they will be on when remote started no real way around that try leaving your parking brake on.
The new vipers default setting is constant rather than flashing.
