I can't drag and drop files, folders, music, photos, nothing. My mouse works fine other than that. And I can still right click and choose Send to... but not being able to drag and drop is a huge problem. Has anyone else had this problem with their Toshiba, and do you know how to fix it?

Hello we had the same issue . tried caling Toshiba support. They will demand Min $35 dollars just to talk if you dont have warranty.Worst Customer Support ever seen. WE were getting rebooted atleast 6 to 7 times. The solution to overcome is this. Just remove the battery and let PC cool for one HR. Clean the Recovery disk Properly to clean the dust and after that take the PC near the fan and point it in such a way that the fan side gets cooled with the Fans wind..
Put the recovery disk again and see the magic...You will see 100% formatting done...I think we should go for customer support rather than the stupid people who told us to take to the Tech center saying our Hard Drive was dead...So dont rely on them Google it and will see lots of good users rely and give it a try...You wil get through. Im sure:)

It's kind of hard to tell without actually looking at it,but
as skotkoir sez, replacing it with a good used on is probably the better way to go. Sounds like you have one of two problems. Either there is something (foreign objects, food, soft drink residue) that is binding up the buttons and/or making them sticky; or something has broken in the assembly. Not much that you can fix.

try doing this.. go to your bios and change the boot sequence and select the dvd/cd as the first boot option.

See if you can plug in and external monitor and boot from scratch if the external scren comes on then the LCD on the laptop has had it. Ring Toshiba to get it fixed as its in Warrenty.

remove the reference to the touchpad in the box that refers to the pointing device. select "other" and connect a USB mouse, slow it down and all should be ok
you will need to connect your mp3 player click start all programs accessories open windows explorer navigate to your music folder the music files right click on the music files select copy navigate back to the destination drive MP3 player right click select paste or hold the mouse cursor the music files drag them to destination folder MP3 player then drop them in
