My zune is frozen. I can turn it on, shut it off, charge it, but it will not scroll. How do I fix this problem. Thank you for your time.

Only do this if absolutely necessary, all content will be erased from the Zune. Not a huge deal if you have it all on your PC with the Zune software but still a last resort.
If neither of these work then you have a hardware problem.
eeh, this is a pretty bad problem. I would ask you if you had a warranty, but you took it apart... I can only suggest getting a new one, not a 30 GB because that one seems to have the most problems. Fixing it though, you could ask the Geek Squad about it. Next time it freezes, just wait for the battery to die, then charge it and restart it.
To do this, use a small screwdriver to pop off the plastic shielding where
the zune cable plugs into and remove the two screws on either side of the plug.
Next pop the cover off and locate the battery plug at the top left corner of the
zune, using your screw driver, pop the cable connection half way off, and do
this to the other plug on the right side. Wait 3 seconds, then push down the
right connector and then the left battery connecter. Your zune should start up
immediately. Press the backing of the zune down (make sure headphone jack is
aligned) and put the screws and cover back in place.
It's an easy process but if you're unsure don't attempt it.

One last ditch effort: Try this: disconnect the player from the computer, turn it off, hold in the volume + button, and reconnect the player to the computer while holding the volume + button in. Keep holding the volume + button for an additional 5-50 seconds. Windows should eventually go into recovery mode and revive the player- it will pop up a window that says Found New Hardware Wizard.
And, yeah, as far as the international replacement - that is how all the manufacturers are - they are not willing to pay the cost to keep their customers. Also, they have no process in place for fulfilling such a request, even if they have offices in both countries (which most of them do). Sad, really.
after much research on this matter in the past few hours. To resolve this situation don't shut the zune down by holding play/pause button it does not shut down properly that way.
Hold down the down & back button down until shuts off....zune recommends as the best way to turn off your zune. Also if you are having problems holding charge, a lot of people replaced the original charge plug and found that it worked again. these cables usually become faulty from previous models and 30gigs. So buy a new cable & shut it down correctly.
Still no worky??? Call zune, within 1 year they will accept it for repairs. They may even send you a new refurbished zune...since they no longer are making the 30 gig...probably for those reasons.
