There are not many good free ways of doing this.

If you have OS cd you could do a restore which is free.

Open control panel and create a new user account with administrator privileges. Log off the previous user and logon to the one you just created. Then delete the original user and this should set everything as default for you the new user.

If the password prompt is in a browser ie, Internet explorer or Firefox you will need to remove the addon (sounds like parental controls).

The only way of changing the registered owner would be to complete a fresh install of windows.

I changed my password but still get security question and have to receive a code. How can I stop this ?

Usually, when you are using a different computer (and not the one that you usually use to access Yahoo Mail), or from a different location (e.g. you are in a different city, state or country than your home location), Yahoo knows that. And, it asks you for additional (security) information, to make sure it is YOU ... and not someone else who has stolen your account id and password.
So, the additional security questions that you'd provided is meant to protect you.
One way to avoid/skip this (being asked security question, etc.) is to use your (regular) computer all the time to access your Yahoo mail account ... e.g. an not different computers. Another way is to check off the box "Keep me signed in" when you log into your account.... and (depending on the period you'd selected in your Accounts profile), you will stay signed in ... for as long as you want (presumably on your own/regular computer) until you sign off.

I have an hp Compaq nc8230 laptop- I turned it off today and when it restarted I am getting a blue box asking for Power-up password key. I can find no information to get around this

The computer may have been established of several users. for example, one computer may allow to clone the prorgams so each person that requires computer accessiblity acheive programs features least accessing the others acounts or files. In which instnace, the original computer account holder also known as the compute administrator would have the only password capable of logging on at new power on. Attempt to provide the computer a password to ascertain the requested administrators instructures to retrieving program entry. The computer password can be reset only through the computer adminstrator account and then may available the second users computers files. Contact the computer adminsatrator to allow accessibilty else attempting to gain accessibity may lock both users out requring adminstrators reset usually complicated.

Put password opens page and still asking for the pass word

didn't you know the password?is it your computer?
Note:
I give you this advice under the premise that this is YOUR computer. Do not use this technique on a computer or account that is not YOURS.
If you don't remember YOUR windows adminstrator password, you will need the help of a brute force tool. Brute force hacking will try each character until it discovers the password you seek. Then it will display the password for you to enter. The easiest way to do this is to use a password recovery toolkit like windows password recovery 6.0. check this out:

Good luck.

For removing Windows logon Passwords in safety, I would suggest tool Windows Password Seeker. Not just support XP/Vista/2000/NT, but also compatible with windows 7, it works perfectly to reset Windows OS Password. I wrote it to a Usb memory card. Booting up and clearing my password in just 4 minutes. You can Google Windows Password Seeker or download it from: http://www.passwordseeker.com

Adminstrative Rights

Try booting into safe mode and log in as Administrator. From there you can go to Control Panel and edit any user account you have on computer.
