I only have half an image and its a little distorted on the lg shine phone.  Is there a reset button?

There is not a reset button on the phone. You can do set back to defaults reset by:
Going to the standby screen and selecting menu.
Select Settings
Select Reset Settings.
Select Master Reset.
A confirmation screen will appear, select Yes.
Enter your security code and press ok. The default security code is 0000.

You could also try removing the battery if you can't get much else to work but this won't accomplish anything turning it on and off again will.

It sounds a bit like your screen has been damaged rather than some kind of software/firmware issue.
