I have tried clearing the Date for S voice, Completely restoring the phone to factory settings, turned off and back on, and tried other voice command apps none of them can hear me. Only way to get S voice to work is if i plug in Headphones with its own Microphone in it. Is this a Software or Hardware issue, what should i do?
If the microphone on the headphone work, then the built in microphone near the base of the phone could be bad. If you don;t want to have the phone fixed yet, keep using the headphone or get a Bluetooth headphone set.
The Galaxy S3 is quite old, in smartphone lifetime, so I suggest upgrading to a S6 or better.

The problem with your phone is that the earpiece of your phone is bad, that is why you cannot hear anything while you call or if you are called.
All you need to do is to change the earpiece of your phone and you will see that after changing it, you can hear when people call or when you are called.
Replace the earpiece as said and you will see that your communication with other people on the phone will move smoothly.

I had the same problem. I was able to gain temporary use of my touchscreen by placing a piece of tape (folded to make a handle) on the dark spot on my screen. This is where the layers were stuck together. I rebooted the phone while gently pulling on the tape handle to separate the layers. I was able to navigate to the restore screen and hit the yes button. There were points when it stopped responding. All I had to do was gently pull on the tape handle again to get the screen to respond again. I'm sure you have already solved your problem, but hopefully, this will help someone else.
