Check its main power supply regulator section circuit for defects. Check and replace damaged component/s.

You have to do the universal way which involves:
1) turn on tv and dvr
2) press tv button + select, hold till the io button stays lit (5seconds)
3) once io button is lit, press up and down channel buttons and flip through them until the tv turns off.
4) press mute, this should turn the tv on.
5) press tv button to save the settings (turn off tv)
