Are you talking about changing the cartridge or actually physically adding toner. I'd advise against you trying to modify your cartridge unless you know what you are doing.
(the posting of the question pre-supposes this would probably be a bad idea)

The OPC drum is contained inside the toner cartridge.. just buy a new toner cartridge! OPC stands for (Organic Photo Conductor) and its part of the toner cartridge.. Buy a new cartridge HP order number is Q2612X or aftermarket
Did this just suddenly happen or was it after you replaced the toner cartridge or opened the door?
I have found that if the toner cartridge is not completly positioned into the printer, it can give this error.
The only part of the printer that you ned to get at is under the toner cartridge. Open door, remove toner cartridge and vacuum dust. If you are referring to black toner dust on the fuser roller ( where paper comes out of printer ) that is alot harder job.
This is the part number for the Fuser on this LaserJet 1020 : RM1-2086-000CNFusing assembly (For 110V to 127VAC (+/- 10%) operation) - Bonds the toner to the paper with heat - Mounts in the upper rear of the printer
